Recommended alternative/innovative design and installation methods to improve product quality while reducing overall cost to customers. Assisted in the concrete oil storage floating barge and submerged barge patent development.

10-86 to 03-95: Seipel & Associates, Inc., Pawley’s Island, SC

Principal owner engaged in consulting services to the oil & gas industry. Primarily involved in construction management, underground tank and line precision testing, and the preparation of erosion/corrosion surveys of pressure vessels and process piping.

Represented AGIP Petroleum on-site (Aker Gulf Marine, Ingleside) as construction manager during the design and fabrication of their Grand Isle 102 "A" 1,200 ton drilling and production deck.

Developed mechanical integrity programs for Oil & Gas Operators. Prepared erosion/corrosion procedures and developed software for non-destructive testing contractors. Primary customers were Unocal, Pennzoil, Conoco, Arco, Shell, Mobil and several independent producers.

Managed the departments responsible for the field collection of erosion/corrosion data and subsequent preparation of formal engineering reports for pressure vessels, atmospheric tanks, flowlines and process piping. Seconded to the following NDT contractors to implement programs:

  1. Global X-Ray & Testing for 3 years
  2. Bayou Testers for 3 months
  3. Quality System Services for 3 months

Owned and managed company engaged in the hydrostatic tightness testing of underground fuel storage tanks and piping for Exxon, Marathon, Texaco, and several independent marketers. Prepared corrective action plans with recommendations in accordance with the Clean Air Act.

05-85 to 09-86: Worldwide Inspection, Inc., Morgan City, Louisiana

General Manager responsible for supervising quality assurance activities during the construction and installation of oil & gas industry platforms and pipelines. Provided managerial, technical and administrative services to a staff of 27 visual inspectors involved in jacket, deck, pipeline and process equipment fabrication, installation and hook-up. Primary customers were Shell, Chevron, Tenneco, Arco and several independent onshore and offshore operators.

Developed and supervised in-house, independent third party, welding operator certification and welding procedure qualification laboratory. Instructor for AWS Certified Welding Inspector Program. Audited as-built construction documentation for compliance with industry specifications, contract documents and regulatory requirements.

09-83 to 04-85: Owensby & Kritikos, Inc., Gretna, Louisiana

Senior Construction Engineer responsible for visual and non-destructive testing projects and formal report preparation for the oil & gas industry, including most of the major and independent operators. Established computerization of reporting and archiving databases which later became the NDT industry standard in oil & gas industry erosion/corrosion programs.

Managed the engineering departments daily operations that included erosion/corrosion surveys of 500+ offshore platforms’ process piping, flowlines and pressure vessels. Managed major projects involving platform inspections during periodic and special surveys. Managed the jack-up and semi-submersible drilling rig structural integrity inspection programs.

03-81 to 08-83 & 03-88 to 12-89: Barnett & Casbarian, Inc., Metairie, LA

Senior Construction Engineer assigned to manage third party fabrication certification activities during the construction of several deep-water oil & gas drilling and production platforms.

Developed and managed the on-site implementation of company’s Plan of Fabrication for CVA projects in addition to project engineering duties as requested by customers for the following significant assignments:

Exxon’s 1,000 FSW Lena Guyed Tower, cable, deck and piling fabrication in Houston, Harbor Island, Morgan City, Victoria (TX), Japan and England. Reviewed all base metal properties, construction procedures, mechanical and non-destructive testing and conducted dimensional control survey of all critical offshore component-mating surfaces.

Gulf’s Main Pass 400 FSW mudslide resistant jacket onshore reconstruction following serious structural failures during initial loadout. Acted as on-site construction manager and participated in the failure investigation and analysis.

Zapata’s East Breaks 750 FSW Tequila jacket and piling.

Prepared database and maps of all offshore structures and pipelines in the GOM from public information records obtained from the MMS.

Construction engineer managing pressure vessel, process piping and pipeline projects. Hot-tap into 24" line for Elf Petroleum Eugene Island field.

06-77 to 02-81 Petro-Marine Engineering, Inc., Gretna, LA

Staff Engineer initially assigned to design GOM oil & gas platforms for:

  1. Tenneco High Island A-270, 165 FSW D/P structure
  2. Tenneco High Island A-270 "B", 170 FSW D/P structure
  3. Tenneco West Cameron 643 "B", 365 FSW D/P structure
  4. Gulf Oil R&D Main Pass, 400 FSW mudslide resistant D/P structure

Transferred to the construction engineering department. Surveyed and evaluated fabrication and installation contractors in the Gulf Coast for bid pre-qualification. Assisted chief metallurgist in preparing welding and fabrication procedures. Assigned as on-site construction manager during the fabrication and installation of jackets, decks, piling, production equipment, storage tanks, hot-taps and pipelines in the Gulf of Mexico:

  1. Occidental Petroleum, Galveston facility consisting of three structures, bridges, 50,000 bbl storage tank, pressure vessels, drilling, production and storage decks.
  2. Seconded to 1,200 ton derrick ship Sarita for 1 month as construction engineer in GOM installing jackets, piling and decks.
  3. Samedan, construction of two D/P platforms for Matagorda fields.

Seconded to a consortium of Shell, Chevron and Texaco in Denmark for two (2 ) years as senior staff consultant on the Gorm Field Development in the North Sea. Initially responsible for reviewing Fluor Ocean Services modules (7) design and coordinating with Solar Turbines facility design team in London and Odense, Denmark. Later assigned to the module fabrication sites to perform construction and project engineering responsibilities that resulted in a project two months behind schedule being completed on schedule. Trained shipyard contractor and third party personnel in quality control and quality assurance activities associated with DnV Certification. Provided coordination between contractors to ensure offshore mating of components. Mobilized offshore to serve as module installation, hook-up and commissioning consultant for two (2) month period. Declined offer of similar opportunities on the Tyra Field Development involving six (6) structures in order to return to States for family matters.
